This paper investigates the evolution of China's technology standardization policy system in period from 1978 to 2021. The comprising supply, demand, and environment tool types has evolved during development process, which includes three sequential stages: 1) following-up stage, 2) catch-up 3) upgrading stage. In responding changes institutional, economic technological contexts, orientation transformed supporting government-controlled adoption foreign technologies stage process developing indigenous standards owning independent intellectual property rights (IPRs) through government-led international adopting both market mechanisms this Chinese Government continued offer support but tended relax its control over standardization.
